We look at your case and propose the tier, format and area of interest you actually need. A well-defined cut is lighter, processes faster and costs less than licensing a whole country.

We handle the quarterly updates, the publishing of services and the support. If you choose the managed service option, the infrastructure maintenance disappears too.

We do not do traffic or mobility engineering or consultancy. Consultancies and engineering firms are our clients, never our competitors: we give them the data and the platform so they can measure, justify and defend every decision in front of whoever needs convincing.

Two details that change which tier you need. The Network Dataset additionally requires Esri's ArcGIS Network Analyst extension, licensed separately and not part of this product. And geocoding against point and unit-level addresses already works from Essential, because the locator file ships in all three tiers: you only move up to Premier if you also need those addresses as a layer you can query and join. We check both during qualification and tell you before quoting, not after.

Optional component: cellular signals
Mobile coverage as polygons and along the road network, segmented by carrier and by category, plus mobile areas and their neighbours. It is licensed on top of any of the three tiers.
How it is licensed

Three decisions and you have your licence.

The price of HERE GIS Data Suite comes from three variables: where the data lives, how much territory you cover and how much depth you need. That is where the adjustment comes from: a metropolitan area does not cost what a country costs, and Essential does not cost what Premier costs. We turn it into a fixed proposal, so you never have to interpret multiplier tables.

Decision 1

Where does the data live?

On a GIS server, in which case the number of physical cores matters; or only on the analysts' machines, in which case what counts is how many there are. The point where moving from users to a server pays off arrives sooner than people expect: we work it out with your numbers.

Decision 2

What territory do you need?

From a continent down to a district, via country or region. If the area is smaller than a standard category, it is adjusted according to the population it represents.

Decision 3

How much data depth?

Essential, Advanced or Premier, plus the mobile signals add-on if relevant. Specific terms also exist for geomarketing, educational use and perpetual rights, worth identifying early because they change the approach.

Worth knowing before you go further: the standard licence covers use inside commercial GIS applications and servers such as ArcGIS Pro, ArcGIS Enterprise, QGIS or MapInfo, for internal use and for non-commercial public information. Fleet management, route guidance, in-vehicle integration and the training of artificial intelligence systems fall outside the standard model and require a separate agreement. If your case sits on that line, tell us at first contact: we settle it with HERE before quoting.

HERE GIS Data Suite gives GIS teams more than 70 HERE map layers prepared to work with directly in ArcGIS Pro and GeoPackage: roads, addresses, buildings, points of interest, administrative boundaries, postal codes, census tracts, land use, restrictions and historical traffic. They load, display and are usable practically from day one.

Its geocoding also turns postal addresses (customers, suppliers, stores, assets or service points) into coordinates you can relate to the rest of your territorial information.

HERE's road network comes with rich attribution: speed limits, lanes, travel directions, restrictions, junctions, traffic lights, signs and tolls. Historical traffic patterns show how speed changes by segment, day and time.

A solid base for sustainable mobility plans, traffic and accessibility studies, infrastructure planning and impact assessment. The engineering and the consultancy are yours.

If the study needs current traffic conditions, it can be complemented with HERE real-time traffic.

Frequently asked questions

What people ask us before we start.

Do we need any Esri licence on top of this one?

For the Network Dataset, yes: HERE documents that it requires the ArcGIS Network Analyst extension, licensed separately and not part of the product. The rest of the content — cartography, geocoding and vector tiles — ships for ArcGIS Pro: you need ArcGIS Pro itself, but no additional extension. If you don't work on Esri, the GeoPackage output is the alternative, covered in the next question. We check this during qualification and tell you before quoting.

Does it work if we don't use Esri?

Partly. The product is built specifically for Esri environments, but HERE includes GeoPackage in all three tiers, an open SQLite-based format that opens in QGIS, MapInfo and practically any GIS platform. What is genuinely ArcGIS-specific is the Network Dataset and the locator files; if you work in QGIS we will propose how to cover those two functions.

How many layers does each tier include?

According to the matrix published by HERE: 44 datasets in Essential, 67 in Advanced and 72 in Premier, cumulatively. The cellular signals component adds four more feature classes and is licensed separately.

Are there territories with different conditions?

Yes. China, Japan and South Korea require a separate agreement with HERE. If your project covers any of those countries it has to be handled separately, and it is better to know that before planning timelines.

Can we use it to manage our fleet or our mobile assets?

Not under this licence, and the perimeter is wider than it looks: alongside fleet management it also excludes mobile asset tracking, delivery route optimisation, telematics and usage-based insurance, turn-by-turn route guidance and in-vehicle or ADAS integration. All of that is licensed through a different route within HERE's catalogue. If your case sits there, tell us early: we raise it through the right channel before running numbers.

Can we train artificial intelligence models on this data?

Not under the standard licence, which expressly prohibits using the licensed material with machine learning and artificial intelligence systems. If your project needs it, a specific agreement has to be explored.

What about drones or unmanned vehicles?

Also no. The data cannot be used in applications managing unmanned ground or aerial vehicles, nor for automatic control of vehicle behaviour. Worth knowing if your GIS team and a drone team sit in the same organisation: the licence covers the first, not the second.

What happens to the data when the subscription ends?

By default it cannot be used after the end date. A perpetual rights option does allow it and is licensed as an add-on, with a minimum term. We assess it with you based on the intended use.

Does every update force us to redo our work?

No, but it should be planned. HERE publishes quarterly release notes itemising schema changes, including field renames and changes to type or length. We read those notes and flag what affects your processes before applying the update.

We are an agency or a consultancy — can we use it on client projects?

Yes. Internal use expressly includes distributing maps and reports for consulting purposes on project-based work, so you can hand your client the analysis produced with this data. The limit is the format and the product: the deliverable is a static output, and building an interactive application or a product for third parties on top of the data is a different licence. If the project involves propensity or segmentation models trained with machine learning, tell us: that part falls outside the standard licence.

Can we try it before committing?

Yes, and that is how we recommend starting: a short technical session to frame the case and sample data for your area so you can load it in your own environment. The decision is made looking at the result, not a generic demo.
