The municipalities of Astigarraga, Urnieta and Lezo managed their water supply and sewer network inventories using a variety of CAD and GIS formats, with different levels of accuracy, completeness and data quality.

This situation made it difficult to:

  • Efficiently manage network assets.
  • Carry out preventive and corrective maintenance.
  • Plan infrastructure interventions.
  • Support technical decision-making.

A significant improvement was required in terms of georeferencing, attribute quality and the consolidation of all information into a single corporate GIS environment.

Project Scope

The project’s objective was to create and harmonise the inventories of the water supply and sewer networks across the three municipalities by capturing field data and managing it within a corporate GIS platform.

The main challenges included:

  • Lack of a standardised data model for utility networks.
  • Existing inventories with georeferencing errors and incomplete attributes.
  • Absence of a unified spatial database for integrated network management.
  • The need for complete, reliable and up-to-date information to support day-to-day operations and maintenance.

Project Scope

  • More than 15,600 inventoried assets across the water supply and sewer networks.
  • More than 340 km of network documented, including 170 km of water supply and 172 km of sewer infrastructure.

This project has finally provided us with a complete, accurate and consistent digital inventory of our utility networks. We now work with reliable information that significantly improves planning, maintenance and technical decision-making.

Solution

Geograma implemented a comprehensive solution combining field data capture, data standardisation, GIS migration and deployment of a corporate asset management system.

The solution included:

  • A dedicated data model for each municipality and network, tailored to each council’s operational requirements.
  • Mobile Mapping (MoMa) reality capture using terrestrial laser scanning, providing highly accurate georeferencing and creating a reusable database for future inventory projects.
  • Publication of the Mobile Mapping datasets in GeoCassini, providing a web environment for managing and exploiting point clouds.
  • Transformation and migration of CAD information into GIS, resulting in the implementation of a multi-department corporate GIS project.
  • QGIS training for municipal technical staff to ensure effective adoption of the solution.
  • Automatic generation of individual PDF asset reports for all inventoried water supply and sewer components.
  • Preparation of a maintenance guideline document for utility networks installed in open trenches.
  • A proof of concept using a 360° camera inside manholes, generating internal point clouds to visualise and digitise the network according to its true geometry.

Results

Quantitative Results

  • 15,602 inventoried assets, including 13,294 fully characterised by Geograma.
  • 9,452 PDF reports generated for sewer network assets.
  • 6,150 PDF reports generated for water supply assets.
  • 170 km of water supply network and 172 km of sewer network documented.
  • A fully operational PostGIS spatial database.
  • An updated, fully functional corporate GIS project accessible to multiple municipal departments.

Added Value

  • Photographic and technical information associated with every asset.
  • Significant reduction in unidentified features within the municipality’s 1:500 urban mapping.
  • A scalable methodology that can be extended to other municipal asset inventories.
